Gabe Bankman-Fried is the founder and director of Guarding Against Pandemics. Prior to that, he was a staffer on Capitol Hill and worked for Civis Analytics, where he improved private House forecasting and resource allocation models that advised Democratic Political Action Committees and large donors giving hundreds of millions of dollars in the 2018 midterm elections.
Varun Krovi is the Head of Federal Affairs at Guarding Against Pandemics (GAP). Varun leads GAP's advocacy efforts with the White House, Congress and federal agencies. Varun joined GAP from Invariant, where he was a Director working with technology, startup, and defense clients.
Previously, Varun spent eight years in the US House of Representatives for two members, most recently as Chief of Staff to a senior member on the House Appropriations Committee. Prior to that, he served as a consultant providing business advisory services to Fortune 100 companies. Varun brings more than a decade of experience in the public and private sectors advising policymakers, corporations, and trade associations on how to drive advocacy, build coalitions, and run campaigns.
Varun is a member of the Council on Extended Intelligence, a not-for-profit formed by the Massachusetts Institute of Technology and IEEE Standards Association, and serves on the Board of Advisors for the Congressional Asian Pacific American Staff Association.
David Manheim is Head of Biosecurity Policy for Guarding Against Pandemics. He is a public policy researcher and advocate specializing in biological and technological risks and the impacts of new technologies. He has done research on topics from COVID-19 to the future of pandemic response and monitoring to forecasting risks at the World Bank, the Council on Strategic Risks, and Oxford's Future of Humanity Institute. In addition to dozens of academic publications in journals ranging from Technological Forecasting and Social Change to Clinical Infectious Diseases, and from Health Security to PLoS Computational Biology, his work on the implications, risks, and management of novel technologies has appeared in Foreign Affairs and TechCrunch. He is currently also an advisor to several organizations, including PIBBSS.ai and 1DaySooner, and a visiting researcher at the Technion.
Max Henderson is an adjunct staff at the Georgetown Center for Global Health and Security. He is also the Co-Founder, CEO, and Chief Data Scientist of CovidActNow, a US-based non-profit organization providing modeling and data infrastructure to help track and stop the spread of COVID-19. CovidActNow has provided real-time COVID-19 data to 10s of millions of American citizens and advised or impacted decision-making in 25+ states, as well as collaborating with the CDC and White House. Prior to CovidActNow, Max held various executive and leadership roles in technology and healthcare, at Oracle, McKesson, and Google, where he helped found Google Cloud.
Bill Beaver is a biosecurity policy advisor to Guarding Against Pandemics. He has written extensively on pathogen early warning systems and other technologies that will stop the next pathogen outbreak, including in a report from the Bipartisan Commission on Biodefense. He is also a fellow at a think tank in Washington, D.C., where he researches biodefense policy. Previously, he served as an analyst for the Defense Innovation and Defense Science Boards, which advise the U.S. Secretary of Defense on science and technology issues.
Georgia Ray is a biosecurity policy advisor to Guarding Against Pandemics. She previously worked as a research intern at the Center for Health Security and has a master's degree in biodefense from the George Mason Schar School of Policy and Government.
Guarding Against Pandemics is a 501(c)(4) non-profit organization, whose donors include CEO and philanthropist Sam Bankman-Fried.
